About Us

The Local Content Experts – LCE team are leaders in developing and implementing Government local procurement policies and supply chain engagement strategies. Since 2001, LCE has built up a strong understanding of Government industry engagement policies and how to ensure successful implementation, on a local, state and federal level.

 

Heading up our team is Aston Smith as Local Industry Participation Policy Subject Matter Expert – SME. Aston has over 18 years of experience in developing and implementing Government procurement policy and Government procurement supply chain engagement. Aston managed the Victorian Industry Participation Policy – VIPP from 2007 – 2013, where he was responsible for transforming the policy into its current form.

Throughout this period, Aston has worked with Government on Policy development, the Industry Capability Network on Policy implementation and currently works as the Managing Director of Way Out Evacuation Systems an SME that supplies to both the Government and Defence sector. Working with all aspects including Policy development, implementation and application provides Aston with a complete 360 view point on local procurement policies.

 

Complimenting this experience with a Master of Business Administration (Entrepreneurship/Entrepreneurship studies) and being a qualified Prince2 Project management practitioner, allows for great insight into the challenges of achieving the policy objectives whilst maintaining stakeholder acceptance.
